It seems to be a tradition or an old charter or something that there should be something suitable for landing on exactly where a hero needs it when chased on a rooftop. Dumpsters, for instance are always full of empty boxes and loosely-piled paper with plenty of space for landing in (and if you're Hong Kong Phooey, parking your car, too!). Likewise, wasn't James bond lucky that both those tarps in You Only Live Twice had something soft under them?
